You can indeed appoint over you a king that the Lord your God selects. You can appoint over you a king who is one of your fellow Israelites. You are not allowed to appoint over you a foreigner who is not one of your fellow Israelites.
In that event, you must appoint as king the one whom Adonai your God will choose. He must be one of your kinsmen, this king you appoint over you — you are forbidden to appoint a foreigner over you who is not your kinsman.

Choose your king from among your kinsmen; don’t take a foreigner—only a kinsman. And make sure he doesn’t build up a war machine, amassing military horses and chariots. He must not send people to Egypt to get more horses, because God told you, “You’ll never go back there again!” And make sure he doesn’t build up a harem, collecting wives who will divert him from the straight and narrow.
