Daniel 4:17
This matter is by the decree of the watchers, and the demand by the word of the holy ones, with the intent that the living may know that the Most High ruleth in the kingdom of men, and giveth it to whomsoever He will, and setteth up over it the basest of men.”

The guardians have announced this decision. The holy ones have announced this so that every living creature will know that the Most High has power over human kingdoms. He gives them to whomever he wishes. He can place the lowest of people in charge of them.’”
This is the decision of the alert and watchful angels. So then, let all people everywhere know that the Supreme God has power over human kingdoms and that he can give them to anyone he chooses—even to those who are least important.’

The angels announce this decree, the holy watchmen bring this sentence, So that everyone living will know that the High God rules human kingdoms. He arranges kingdom affairs however he wishes, and makes leaders out of losers.
