All of them will be punished, because they would rather do evil than believe the truth.

But we ought to give thanks to God always for you, brethren, beloved of God, for that God hath chosen you firstfruits unto salvation, in sanctification of the spirit, and faith of the truth:

So all those who do not believe the truth will be judged guilty. They did not believe the truth, and they enjoyed doing evil.
Then all who have not believed the truth but have taken pleasure in unrighteousness will be condemned.
I expect you remember now how I talked about this when I was with you. You will probably also remember how I used to talk about a “restraining power” which would operate until the time should come for the emergence of this man. Evil is already insidiously at work but its activities are restricted until what I have called the “restraining power” (of God) is removed. When that happens the lawless man will be plainly seen—though the truth of the Lord Jesus spells his doom, and the radiance of the coming of the Lord Jesus will be his utter destruction. The lawless man is produced by the spirit of evil and armed with all the force, wonders and signs that falsehood can devise. To those involved in this dying world he will come with evil’s undiluted power to deceive, for they have refused to love the truth which could have saved them. God sends upon them, therefore, the full force of evil’s delusion, so that they put their faith in an utter fraud and meet the inevitable judgment of all who have refused to believe the truth and who have made evil their play-fellow.

and all of them will be justly judged for believing falsehood, refusing the Truth, and enjoying their sins.
The Anarchist’s coming is all Satan’s work. All his power and signs and miracles are fake, evil sleight of hand that plays to the gallery of those who hate the truth that could save them. And since they’re so obsessed with evil, God rubs their noses in it—gives them what they want. Since they refuse to trust truth, they’re banished to their chosen world of lies and illusions.

Many will not believe the truth. They will take pleasure in evil. They will be judged.

They will all be guilty as they stand before God because they wanted to do what was wrong.
Then they will be condemned for enjoying evil rather than believing the truth.

This is for the tachlis (purpose) of condemning to Onesh [Gehinnom] all the ones who have no emunah in HaEmes, but instead have had delight in resha.

As a result, God will judge all of those who did not entrust themselves to the truth when it faced them but instead reveled in wickedness.

They will all be judged. I mean the people who have not believed in the true message but who wanted to do what is wrong.
that all be deemed [that all be deemed, or damned], which believed not to truth, but consented to wickedness.
that they may be judged -- all who did not believe the truth, but were well pleased in the unrighteousness.
