9:20 This is the blood. The covenant was written down on the scroll, but it had to be ratified with the offering of blood. This blood was not shed by those who might have broken the covenant, but by animals that substituted for them (cf. Gen. 15:9–18; Jer. 34:18–20). All this was a vivid demonstration that the ultimate sanction, or penalty, of the covenant was death.
