There was no water for the community, so they assembled against Moses and Aaron. The people quarreled with Moses and said,(A) “If only we had perished when our brothers perished before the Lord.(B) Why have you brought the Lord’s assembly into this wilderness(C) for us and our livestock to die here?(D) Why have you led us up from Egypt to bring us to this evil place? It’s not a place of grain, figs, vines, and pomegranates,(E) and there is no water to drink!”

Then Moses and Aaron went from the presence of the assembly to the doorway of the tent of meeting. They fell facedown, and the glory of the Lord appeared to them. The Lord spoke to Moses, “Take the staff(F) and assemble the community. You and your brother Aaron are to speak to the rock(G) while they watch, and it will yield its water. You will bring out water for them from the rock and provide drink for the community and their livestock.”

So Moses took the staff from the Lord’s presence(H) just as he had commanded him. 10 Moses and Aaron summoned the assembly in front of the rock, and Moses said to them, “Listen, you rebels! Must we bring water out of this rock for you?” 11 Then Moses raised his hand and struck the rock twice with his staff, so that abundant water gushed out, and the community and their livestock drank.(I)

12 But the Lord said to Moses and Aaron, “Because you did not trust me to demonstrate my holiness in the sight of the Israelites, you will not bring this assembly into the land I have given them.”(J) 13 These are the Waters of Meribah,[a](K) where the Israelites quarreled with the Lord, and he demonstrated his holiness to them.(L)

Moses Responds

So Moses and Aaron went from the presence of the assembly to the entrance to the tent of meeting. They then threw themselves down with their faces to the ground, and the glory of the Lord appeared to them. Then the Lord spoke to Moses: “Take the staff and assemble the community, you and Aaron your brother, and then speak[h] to the rock before their eyes. It will pour forth[i] its water, and you will bring water out of the rock for them, and so you will give the community and their beasts water to drink.”

So Moses took the staff from before the Lord, just as he commanded him. 10 Then Moses and Aaron gathered the community together in front of the rock, and he said to them, “Listen, you rebels,[j] must we bring[k] water out of this rock for you?” 11 Then Moses raised his hand, and struck the rock twice with his staff. And water came out abundantly. So the community drank, and their beasts drank too.

The Lord’s Judgment

12 Then the Lord spoke to Moses and Aaron, “Because you did not trust me enough[l] to show me as holy[m] before[n] the Israelites, therefore you will not bring this community into the land I have given them.”[o]

13 These are the waters of Meribah, because the Israelites contended with the Lord, and his holiness was maintained[p] among them.

But it can also describe a quarrel, or strife, like that between Abram’s men and Lot’s men in Genesis 13.   13. Numbers 20:12 sn Using the basic meaning of the word קָדַשׁ (qadash, “to be separate, distinct, set apart”), we can understand better what Moses failed to do. He was supposed to have acted in a way that would have shown God to be distinct, different, holy. Instead, he gave the impression that God was capricious and hostile—very human. The leader has to be aware of what image he is conveying to the people.

  15. Numbers 20:12 tn There is debate as to exactly what the sin of Moses was. Some interpreters think that the real sin might have been that he refused to do this at first, but that fact has been suppressed from the text. Others simply, and more likely, note that in Moses there was unbelief, pride, anger, impatience—disobedience.
