15 Now the Lord spoke to Moses, saying, 2 “Speak to the Israelites and say to them, ‘When you come into the land where you are to live, which I am giving you, 3 then make an offering by fire to the Lord, a burnt offering or a sacrifice to fulfill a special vow, or as a freewill offering or in your appointed feasts, to make a sweet and soothing aroma to the Lord, from the herd or from the flock. 4 The one who presents his offering shall present to the Lord a grain offering of a tenth of an ephah of fine flour mixed with a fourth of a [a]hin of oil, 5 and you shall prepare wine for the drink offering, a fourth of a hin, with the burnt offering or for the sacrifice, for each lamb. 6 Or for a ram you shall prepare as a grain offering two-tenths of an ephah of fine flour mixed with a third of a hin of oil. 7 And for the drink offering you shall offer a third of a hin of wine, as a sweet and soothing aroma to the Lord. 8 When you prepare a bull as a burnt offering or as a sacrifice, in fulfilling a special vow or peace offering to the Lord, 9 then you shall offer with the bull a grain offering of three-tenths of an ephah of fine flour mixed with half a hin of oil; 10 and you shall bring as the drink offering one-half a hin of wine as an offering by fire, as a sweet and soothing aroma to the Lord.
11 ‘Thus shall it be done for each bull, or for each ram, or for each of the male lambs, or of the goats. 12 According to the number that you prepare, so shall you do to everyone according to their number. 13 All who are native-born shall do these things in this way, in presenting an offering by fire, as a sweet and soothing aroma to the Lord.
Law of the Stranger
14 If a stranger lives as a resident alien with you, or whoever may be among you throughout your generations, and he wishes to make an offering by fire, as a sweet and soothing aroma to the Lord, just as you do, so shall he do. 15 As for the assembly, there shall be one [and the same] statute for you [of the congregation] and for the stranger who is a resident alien with you, a permanent statute throughout your generations; as you are, so shall the stranger be before the Lord. 16 There is to be one law and one ordinance for you and for the stranger who lives with you as a resident alien.’”
17 Then the Lord spoke to Moses, saying, 18 “Speak to the Israelites and say to them, ‘When you enter the land to which I am bringing you, 19 then, when you eat the food of the land, you shall lift up an offering (heave offering) to the Lord. 20 You shall lift up a cake made of the first of your [ground grain which has been made into] dough as an offering [to the Lord]; as an offering from the threshing floor, so shall you lift it up. 21 From the first of your dough (ground grain) you shall give to the Lord an offering throughout your generations.
22 ‘But when you unintentionally fail and do not observe all these commandments, which the Lord has spoken to Moses, 23 even all that the Lord has commanded you [b]through Moses, from the day that the Lord gave commandments and onward throughout your generations, 24 then it shall be, if it was done unintentionally without the knowledge of the congregation, that all the congregation shall offer one young bull as a burnt offering, as a sweet and soothing aroma to the Lord, with its grain offering and its drink offering, according to the ordinance, and one male goat as a sin offering. 25 Then the priest shall make atonement for all the congregation of the sons of Israel, and they will be forgiven, for it was an error and they have brought their offering, an offering by fire to the Lord, and their sin offering before the Lord, for their error. 26 So all the congregation of the Israelites will be forgiven as well as the stranger who lives among them as a resident alien, because all the people were involved in the error.
27 ‘Also if one person sins unintentionally, then he shall offer a female goat one year old as a sin offering. 28 The priest shall make atonement before the Lord for the person who commits an error when he sins unintentionally, making atonement for him so that he may be forgiven. 29 You shall have one law for him who sins unintentionally, whether he is native-born among the Israelites or a stranger who is living among them as a resident alien. 30 But the person who does [anything wrong] [c]willfully and defiantly, whether he is native-born or a stranger, that one is blaspheming the Lord, and that person shall be cut off from among his people [excluding him from the atonement made for them]. 31 Because he has despised and rejected the word of the Lord, and has broken His commandment, that person shall be utterly cut off; [the responsibility for] his wickedness and guilt will be upon him.’”
Sabbath-breaking Punished
32 Now while the Israelites were in the wilderness, they found a man who was gathering wood on the Sabbath day. 33 Those who found him gathering wood brought him to Moses and Aaron and to all the congregation; 34 and they put him in custody, because it had not been explained [by God] what should be done to him. 35 Then the Lord said to Moses, “The man shall certainly be put to death. All the congregation shall stone him with stones outside the camp.” 36 So all the congregation brought him outside the camp and stoned him to death with stones, just as the Lord had commanded Moses.
37 The Lord said to Moses, 38 “Speak to the sons of Israel and tell them to make for themselves tassels on the hems of their garments throughout their generations, and put a cord of blue on the tassel of each hem. 39 It shall be a tassel for you to look at and remember all the commandments of the Lord, to do them, so that you do not follow after [the desires of] your own heart and eyes, [desires] after which you used to follow and play the prostitute, 40 so that you may remember to do all My commandments and be holy (set apart) to your God. 41 I am the Lord your God, who brought you out of the land of Egypt to be your God. I am the Lord your God.”

Laws concerning Offerings
15 Then the Lord told Moses, 2 “Give the following instructions to the people of Israel.
“When you finally settle in the land I am giving you, 3 you will offer special gifts as a pleasing aroma to the Lord. These gifts may take the form of a burnt offering, a sacrifice to fulfill a vow, a voluntary offering, or an offering at any of your annual festivals, and they may be taken from your herds of cattle or your flocks of sheep and goats. 4 When you present these offerings, you must also give the Lord a grain offering of two quarts[a] of choice flour mixed with one quart[b] of olive oil. 5 For each lamb offered as a burnt offering or a special sacrifice, you must also present one quart of wine as a liquid offering.
6 “If the sacrifice is a ram, give a grain offering of four quarts[c] of choice flour mixed with a third of a gallon[d] of olive oil, 7 and give a third of a gallon of wine as a liquid offering. This will be a pleasing aroma to the Lord.
8 “When you present a young bull as a burnt offering or as a sacrifice to fulfill a vow or as a peace offering to the Lord, 9 you must also give a grain offering of six quarts[e] of choice flour mixed with two quarts[f] of olive oil, 10 and give two quarts of wine as a liquid offering. This will be a special gift, a pleasing aroma to the Lord.
11 “Each sacrifice of a bull, ram, lamb, or young goat should be prepared in this way. 12 Follow these instructions with each offering you present. 13 All of you native-born Israelites must follow these instructions when you offer a special gift as a pleasing aroma to the Lord. 14 And if any foreigners visit you or live among you and want to present a special gift as a pleasing aroma to the Lord, they must follow these same procedures. 15 Native-born Israelites and foreigners are equal before the Lord and are subject to the same decrees. This is a permanent law for you, to be observed from generation to generation. 16 The same instructions and regulations will apply both to you and to the foreigners living among you.”
17 Then the Lord said to Moses, 18 “Give the following instructions to the people of Israel.
“When you arrive in the land where I am taking you, 19 and you eat the crops that grow there, you must set some aside as a sacred offering to the Lord. 20 Present a cake from the first of the flour you grind, and set it aside as a sacred offering, as you do with the first grain from the threshing floor. 21 Throughout the generations to come, you are to present a sacred offering to the Lord each year from the first of your ground flour.
22 “But suppose you unintentionally fail to carry out all these commands that the Lord has given you through Moses. 23 And suppose your descendants in the future fail to do everything the Lord has commanded through Moses. 24 If the mistake was made unintentionally, and the community was unaware of it, the whole community must present a young bull for a burnt offering as a pleasing aroma to the Lord. It must be offered along with its prescribed grain offering and liquid offering and with one male goat for a sin offering. 25 With it the priest will purify the whole community of Israel, making them right with the Lord,[g] and they will be forgiven. For it was an unintentional sin, and they have corrected it with their offerings to the Lord—the special gift and the sin offering. 26 The whole community of Israel will be forgiven, including the foreigners living among you, for all the people were involved in the sin.
27 “If one individual commits an unintentional sin, the guilty person must bring a one-year-old female goat for a sin offering. 28 The priest will sacrifice it to purify[h] the guilty person before the Lord, and that person will be forgiven. 29 These same instructions apply both to native-born Israelites and to the foreigners living among you.
30 “But those who brazenly violate the Lord’s will, whether native-born Israelites or foreigners, have blasphemed the Lord, and they must be cut off from the community. 31 Since they have treated the Lord’s word with contempt and deliberately disobeyed his command, they must be completely cut off and suffer the punishment for their guilt.”
Penalty for Breaking the Sabbath
32 One day while the people of Israel were in the wilderness, they discovered a man gathering wood on the Sabbath day. 33 The people who found him doing this took him before Moses, Aaron, and the rest of the community. 34 They held him in custody because they did not know what to do with him. 35 Then the Lord said to Moses, “The man must be put to death! The whole community must stone him outside the camp.” 36 So the whole community took the man outside the camp and stoned him to death, just as the Lord had commanded Moses.
Tassels on Clothing
37 Then the Lord said to Moses, 38 “Give the following instructions to the people of Israel: Throughout the generations to come you must make tassels for the hems of your clothing and attach them with a blue cord. 39 When you see the tassels, you will remember and obey all the commands of the Lord instead of following your own desires and defiling yourselves, as you are prone to do. 40 The tassels will help you remember that you must obey all my commands and be holy to your God. 41 I am the Lord your God who brought you out of the land of Egypt that I might be your God. I am the Lord your God!”

The Message
Matters of Worship
15 1-5 God spoke to Moses: “Speak to the People of Israel. Tell them, When you enter your homeland that I am giving to you and sacrifice a Fire-Gift to God, a Whole-Burnt-Offering or any sacrifice from the herd or flock for a Vow-Offering or Freewill-Offering at one of the appointed feasts, as a pleasing fragrance for God, the one bringing the offering shall present to God a Grain-Offering of two quarts of fine flour mixed with a quart of oil. With each lamb for the Whole-Burnt-Offering or other sacrifice, prepare a quart of oil and a quart of wine as a Drink-Offering.
6-7 “For a ram prepare a Grain-Offering of four quarts of fine flour mixed with one and a quarter quarts of oil and one and a quarter quarts of wine as a Drink-Offering. Present it as a pleasing fragrance to God.
8-10 “When you prepare a young bull as a Whole-Burnt-Offering or sacrifice for a special vow or a Peace-Offering to God, bring with the bull a Grain-Offering of six quarts of fine flour and two quarts of oil. Also bring two quarts of wine as a Drink-Offering. It will be a Fire-Gift, a pleasing fragrance to God.
11-12 “Each bull or ram, each lamb or young goat, is to be prepared in this same way. Carry out this procedure for each one, no matter how many you have to prepare.
13-16 “Every native-born Israelite is to follow this procedure when he brings a Fire-Gift as a pleasing fragrance to God. In future generations, when a foreigner or visitor living at length among you presents a Fire-Gift as a pleasing fragrance to God, the same procedures must be followed. The community has the same rules for you and the foreigner living among you. This is the regular rule for future generations. You and the foreigner are the same before God. The same laws and regulations apply to both you and the foreigner who lives with you.”
17-21 God spoke to Moses: “Speak to the People of Israel. Tell them, When you enter the land into which I’m bringing you, and you eat the food of that country, set some aside as an offering for God. From the first batch of bread dough make a round loaf for an offering—an offering from the threshing floor. Down through the future generations make this offering to God from each first batch of dough.

22-26 “But if you should get off the beaten track and not keep the commands which God spoke to Moses, any of the things that God commanded you under the authority of Moses from the time that God first commanded you right up to this present time, and if it happened more or less by mistake, with the congregation unaware of it, then the whole congregation is to sacrifice one young bull as a Whole-Burnt-Offering, a pleasing fragrance to God, accompanied by its Grain-Offering and Drink-Offering as stipulated in the rules, and a he-goat as an Absolution-Offering. The priest is to atone for the entire community of the People of Israel and they will stand forgiven. The sin was not deliberate, and they offered to God the Fire-Gift and Absolution-Offering for their inadvertence. The whole community of Israel including the foreigners living there will be absolved, because everyone was involved in the error.
27-28 “But if it’s just one person who sins by mistake, not realizing what he’s doing, he is to bring a yearling she-goat as an Absolution-Offering. The priest then is to atone for the person who accidentally sinned, to make atonement before God so that it won’t be held against him.
29 “The same standard holds for everyone who sins by mistake; the native-born Israelites and the foreigners go by the same rules.
30-31 “But the person, native or foreigner, who sins defiantly, deliberately blaspheming God, must be cut off from his people: He has despised God’s word, he has violated God’s command; that person must be kicked out of the community, ostracized, left alone in his wrongdoing.”

32-35 Once, during those wilderness years of the People of Israel, a man was caught gathering wood on the Sabbath. The ones who caught him hauled him before Moses and Aaron and the entire congregation. They put him in custody until it became clear what to do with him. Then God spoke to Moses: “Give the man the death penalty. Yes, kill him, the whole community hurling stones at him outside the camp.”
36 So the whole community took him outside the camp and threw stones at him, an execution commanded by God and given through Moses.

37-41 God spoke to Moses: “Speak to the People of Israel. Tell them that from now on they are to make tassels on the corners of their garments and to mark each corner tassel with a blue thread. When you look at these tassels you’ll remember and keep all the commandments of God, and not get distracted by everything you feel or see that seduces you into infidelities. The tassels will signal remembrance and observance of all my commandments, to live a holy life to God. I am your God who rescued you from the land of Egypt to be your personal God. Yes, I am God, your God.”

The Voice
15 The Eternal One spoke to Moses about sacrifices.
Eternal One: 2 Give the Israelites these instructions: “When you enter the land I determined would be yours, where you’ll settle and make your homes, 3-4 and when you burn a food offering, burnt offering, or sacrifice of meat from the herd or flock to make a pleasing aroma for Me; you should always accompany it with a grain offering—about two quarts of really good flour mixed with about one quart of oil. Do this whether your offering is a sworn vow or something you’re freely offering during the appointed festival. 5 Oh, and give a drink offering of some wine: about one quart for each lamb whenever you make a sacrifice or offering. 6 For bigger animals like a ram offer about four quarts of flour and about one and one-quarter quarts of oil, 7 and make about one and one-quarter quarts for the drink offering of wine. All of this will be a soothing aroma to Me. 8 For a bull (whether burnt or simply as a sacrifice to satisfy a promise or as an offering of well-being), 9 about six quarts of flour mixed with about two quarts of oil, 10 and make the drink offering two quarts of wine. Offer it by fire to make a soothing smell to Me. 11 This is how you should offer oxen or rams, male lambs, or young goats. 12 The specified accompaniments are for a single animal, so increase it based on the number of offerings you make. 13-14 Every Israelite should follow these instructions for an offering by fire to make a soothing smell for Me. Others who happen to be living among you temporarily or permanently should offer sacrifices in the same way. 15-16 There should be no difference throughout the community in this matter—Israelite or not—forever. You and the foreigner dwelling with you are the same, as I see it, so you all should follow the same rules and regulations.”
17 (to Moses) 18 Tell the Israelites this as well: “After you’ve entered the land that I’m taking you to, 19 whenever you enjoy the land’s bread, give a contribution to Me by raising up your offering to Me. 20-21 Just as you set aside a little grain on the threshing floor, so you and your descendants should set aside a little cake loaf from the first batch, as an offering to Me.
22 “If, somehow, someone overlooked or otherwise accidentally failed to do what I spelled out through Moses for the congregation 23 (all those commandments from the first day I gave them to you and throughout coming generations), 24-26 and it only came to the attention of the community after the fact, then the whole congregation should offer a bull together. Offer all of it by fire so that it smells good to Me along with the requisite grain and drink offerings, and sacrifice a male goat since it was a sin of sorts. In the process, the priest will cover all the Israelites, and they’ll be forgiven, for it was an unintentional offense. So, if they do all the right things to rectify the situation, then everyone (and not just native Israelites but even all the other people who happen to be living with them at the time) will be forgiven.
A constant theme as God instructs His people is to remember or to have a memorial: the family of Abraham builds monuments of stacked stones almost everywhere they go, and these people will do the same as they enter the land. Each child is given a name with clear meaning about either the character of the child or about the faithfulness of God. Each town is given a name that recalls something of significance, maybe the founder or a great war. Likewise, the foods they eat in their feasts have meaning or help them recall a shared memory. The offerings of the Israelites and the later sacraments of the church all serve as memorials or remembrances.
Here God instructs the people to alter their garments as a reminder of His commands and their own responsibilities to obey. Since the punishment for unbelief or disobedience is severe, God in His grace builds reminders into everyday life so the people do not have to struggle to remember these critical rules or truths.
27 “If an individual sins by accident (and the congregation catches it in time), he should offer a female yearling goat as the sin offering. 28 Thereby the priest shall cover that individual who sins accidentally in front of Me. Now that the mistake is covered, that person shall be forgiven. 29 This is the way it should be for Israelites and outsiders alike—for anyone who accidentally errs. 30-31 If it’s not an accident—the guilty person simply didn’t care about abiding by the instructions I gave to the Israelites through Moses and knowingly disregarded them—that’s different. Such a person, whether an Israelite or a stranger, has essentially rejected God. The community will ostracize him, and he’ll have to bear the burden of his guilt.”
32 One time, when the Israelites were wandering in the wilderness, it was discovered that somebody had broken the Sabbath rest commandment by gathering firewood. 33 The people who saw the man brought him to Moses and Aaron and the gathered congregation. 34 They weren’t sure what to do with him because nothing had been declared yet, so they kept him confined. 35 The Eternal One told Moses the man should be killed, that the whole congregation should take him outside the camp and stone him to death. 36 So they did just as the Eternal told them to do and executed him.
37 Once again the Eternal One spoke to Moses.
Eternal One: 38 Tell the Israelites to make fringes on each corner of their clothes and include a blue thread in each fringe. They should do this forever, 39 as it will bring to mind all My commandments and remind them not to wander off to do whatever their eyes see or hearts desire, and pursue them without restraint. 40 Instead, they will remember and do all of My commandments and be holy to your God.
41 I, the Eternal One, am your True God, the One who brought you out of Egypt to be your God. I am the Eternal One, your True God.
