The Person who Believes will be Saved

10 Brothers, my heart’s desire and prayer to God about the Jews[a] is that they would be saved. For I can testify on their behalf that they have a zeal for God, but it is not in keeping with full knowledge. For they are ignorant of the righteousness that comes from God while they try to establish their own, and they have not submitted to God’s means to attain[b] righteousness. For the Messiah[c] is the culmination[d] of the Law as far as righteousness is concerned for everyone who believes.

For Moses writes about the righteousness that comes from the Law as follows: “The person who obeys these things will find life by them.”[e] But the righteousness that comes from faith says, “Do not say in your heart, ‘Who will go up to heaven?’ (that is, to bring the Messiah[f] down), or ‘Who will go down into the depths?’ (that is, to bring the Messiah[g] back from the dead).”

But what does it say? “The message is near you. It is in your mouth and in your heart.”[h] This is the message about faith that we are proclaiming: If you declare with your mouth that Jesus is Lord, and believe in your heart that God raised him from the dead, you will be saved. 10 For one believes with his heart and is justified, and declares with his mouth and is saved. 11 The Scripture says, “Everyone who believes in him will never be ashamed.”[i] 12 There is no difference between Jew and Greek, because they all have the same Lord, who gives richly to all who call on him. 13 “Everyone who calls on the name of the Lord[j] will be saved.”[k]

14 How, then, can people[l] call on someone they have not believed? And how can they believe in someone they have not heard about? And how can they hear without someone preaching? 15 And how can people[m] preach unless they are sent? As it is written, “How beautiful are[n] those who bring the good news!”[o] 16 But not everyone has obeyed the gospel, for Isaiah asks, “Lord, who has believed our message?”[p] 17 Consequently, faith results from listening, and listening results through the word of the Messiah.[q]

18 But I ask, “Didn’t they hear?” Certainly they did! In fact,

“Their voice has gone out into the whole world,
    and their words to the ends of the earth.”[r]

19 Again I ask, “Did Israel not understand?” Moses was the first to say,

“I will make you jealous
    by those who are not a nation;
I will make you angry
    by a nation that doesn’t understand.”[s]

20 And Isaiah boldly says,

“I was found by those who were not looking for me;
    I was revealed to those who were not asking for me.”[t]

21 But about Israel he says,

“All day long I have held out my hands
    to a disobedient and rebellious people.”[u]

The Word of Faith Brings Salvation

10 Brothers and sisters, my heart’s desire and my prayer to God for them is for their salvation. For I testify about them that they have (A)a zeal for God, but not in accordance with knowledge. For not knowing about (B)God’s righteousness and (C)seeking to establish their own, they did not subject themselves to the righteousness of God. For (D)Christ is the [a]end of the Law for righteousness to (E)everyone who believes.

For Moses writes of the righteousness that is [b]based on the Law, that the person who performs [c]them (F)will live by [d]them. But (G)the righteousness [e]based on faith speaks as follows: “(H)Do not say in your heart, ‘Who will go up into heaven?’ (that is, to bring Christ down), or ‘Who will descend into the (I)abyss?’ (that is, to (J)bring Christ up from the dead).” But what does it say? “(K)The word is near you, in your mouth and in your heart”—that is, the word of faith which we are preaching, [f]that (L)if you confess with your mouth Jesus as Lord, and (M)believe in your heart that (N)God raised Him from the dead, you will be saved; 10 for with the heart a person believes, [g]resulting in righteousness, and with the mouth he confesses, [h]resulting in salvation. 11 For the Scripture says, “(O)Whoever believes in Him will not be [i]put to shame.” 12 For (P)there is no distinction between Jew and Greek; for the same Lord is (Q)Lord of (R)all, abounding in riches for all who call on Him; 13 for “(S)Everyone who calls on the name of the Lord will be saved.”

14 How then are they to call on Him in whom they have not believed? How are they to believe in Him (T)whom they have not heard? And how are they to hear without (U)a preacher? 15 But how are they to preach unless they are sent? Just as it is written: “(V)How beautiful are the feet of those who [j](W)bring good news of good things!”

16 However, they (X)did not all heed the [k]good news; for Isaiah says, “(Y)Lord, who has believed our report?” 17 So faith comes from (Z)hearing, and hearing by (AA)the word [l]of Christ.

18 But I say, surely they have never heard, have they? On the contrary:

(AB)Their voice has gone out into all the earth,
And their words to the ends of the [m]world.”

19 But I say, surely Israel did not know, did they? First Moses says,

(AC)I will (AD)make you jealous with those who are not a nation,
With a foolish nation I will anger you.”

20 And Isaiah is very bold and says,

(AE)I was found by those who did not seek Me,
I revealed Myself to those who did not ask for Me.”

21 But as for Israel, He says, “(AF)I have spread out My hands all day long to a disobedient and obstinate people.”

Israel Needs the Gospel

10 Brethren, my heart’s desire and prayer to God for [a]Israel is that they may be saved. For I bear them witness (A)that they have a zeal for God, but not according to knowledge. For they being ignorant of (B)God’s righteousness, and seeking to establish their own (C)righteousness, have not submitted to the righteousness of God. For (D)Christ is the end of the law for righteousness to everyone who believes.

For Moses writes about the righteousness which is of the law, (E)“The man who does those things shall live by them.” But the righteousness of faith speaks in this way, (F)“Do not say in your heart, ‘Who will ascend into heaven?’ ” (that is, to bring Christ down from above) or, (G)“ ‘Who will descend into the abyss?’ ” (that is, to bring Christ up from the dead). But what does it say? (H)“The word is near you, in your mouth and in your heart” (that is, the word of faith which we preach): that (I)if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. 10 For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation. 11 For the Scripture says, (J)“Whoever believes on Him will not be put to shame.” 12 For (K)there is no distinction between Jew and Greek, for (L)the same Lord over all (M)is rich to all who call upon Him. 13 For (N)“whoever calls (O)on the name of the Lord shall be saved.”

Israel Rejects the Gospel

14 How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear (P)without a preacher? 15 And how shall they preach unless they are sent? As it is written:

(Q)“How beautiful are the feet of those who [b]preach the gospel of peace,
Who bring glad tidings of good things!”

16 But they have not all obeyed the gospel. For Isaiah says, (R)Lord, who has believed our report?” 17 So then faith comes by hearing, and hearing by the word of God.

18 But I say, have they not heard? Yes indeed:

(S)“Their sound has gone out to all the earth,
And their words to the ends of the world.”

19 But I say, did Israel not know? First Moses says:

(T)“I will provoke you to jealousy by those who are not a nation,
I will move you to anger by a (U)foolish nation.”

20 But Isaiah is very bold and says:

(V)“I was found by those who did not seek Me;
I was made manifest to those who did not ask for Me.”

21 But to Israel he says:

(W)“All day long I have stretched out My hands
To a disobedient and contrary people.”
