4 He shall judge between the nations, And rebuke many people; They shall beat their swords into plowshares, And their spears into pruning [a]hooks; Nation shall not lift up sword against nation, Neither shall they learn war anymore.
38 “You have heard that it was said,‘An eye for an eye and a tooth for a tooth.’39 But I tell you not to resist an evil person.But whoever slaps you on your right cheek, turn the other to him also.40 If anyone wants to sue you and take away your tunic, let him have your cloak also.41 And whoevercompels you to go one mile, go with him two.42 Give to him who asks you, andfrom him who wants to borrow from you do not turn away.
Love Your Enemies
43 “You have heard that it was said,‘You shall love your neighborand hate your enemy.’44 [a]But I say to you,love your enemies, bless those who curse you,do good to those who hate you, and prayfor those who spitefully use you and persecute you,45 that you may be sons of your Father in heaven; forHe makes His sun rise on the evil and on the good, and sends rain on the just and on the unjust.46 For if you love those who love you, what reward have you? Do not even the tax collectors do the same?47 And if you greet your[b]brethren only, what do you do more than others? Do not even the[c]tax collectors do so?48 Therefore you shall be perfect, justas your Father in heaven is perfect.

13 Let every soul be subject to the governing authorities. For there is no authority except from God, and the authorities that exist are appointed by God. 2 Therefore whoever resists the authority resists the ordinance of God, and those who resist will [a]bring judgment on themselves. 3 For rulers are not a terror to good works, but to evil. Do you want to be unafraid of the authority? Do what is good, and you will have praise from the same. 4 For he is God’s minister to you for good. But if you do evil, be afraid; for he does not bear the sword in vain; for he is God’s minister, an avenger to execute wrath on him who practices evil. 5 Therefore you must be subject, not only because of wrath but also for conscience’ sake. 6 For because of this you also pay taxes, for they are God’s ministers attending continually to this very thing. 7 Render therefore to all their due: taxes to whom taxes are due, customs to whom customs, fear to whom fear, honor to whom honor.
4 Where do [a]wars and fights come from among you? Do they not come from your desires for pleasure that war in your members? 2 You lust and do not have. You murder and covet and cannot obtain. You fight and [b]war. [c]Yet you do not have because you do not ask.
