22 You also gave them kingdoms and peoples,
And allotted them to them as a [a]boundary.
(A)They took possession of the land of Sihon [b]the king of Heshbon
And the land of Og the king of Bashan.
23 You made their sons as numerous as (B)the stars of heaven,
And You brought them into the land
Which You had told their fathers to enter and possess.
24 (C)So their sons entered and took possession of the land.
And (D)You subdued before them the inhabitants of the land, the Canaanites,
And You handed them over to them, with their kings and the peoples of the land,
To do with them [c]as they desired.
25 (E)They captured fortified cities and a [d](F)fertile land.
They took possession of (G)houses full of every good thing,
Carved out cisterns, vineyards, olive groves,
Fruit trees in abundance.
So they ate, were filled and (H)put on fat,
And (I)lived luxuriously in Your great goodness.

26 (J)But they became rebellious and revolted against You,
And (K)threw Your Law behind their backs
And (L)killed Your prophets who had (M)admonished them
In order to bring them back to You,
And (N)they committed great blasphemies.
27 Therefore You (O)handed them over to their enemies who oppressed them,
But when they cried out to You (P)in the time of their distress,
You heard from heaven, and according to Your great compassion
You (Q)gave them [e]people who saved them from the hand of their enemies.
28 But (R)as soon as they had rest, they did evil again before You;
Therefore You abandoned them to the hand of their enemies, so that they ruled over them.
When they cried out again to You, You heard from heaven,
And (S)many times You rescued them according to Your compassion,
29 And (T)admonished them in order to turn them back to Your Law.
Yet (U)they acted arrogantly and did not listen to Your commandments but sinned against Your ordinances,
(V)Which, if a person [f]follows them, then he will live by them.
And they [g](W)turned a stubborn shoulder and stiffened their neck, and would not listen.
30 (X)However, You remained patient with them for many years,
And (Y)admonished them by (Z)Your Spirit through Your prophets,
Yet they would not listen.
Therefore You handed them over to the peoples of the lands.
31 Nevertheless, in Your great compassion You (AA)did not make an end of them or abandon them,
For You are (AB)a gracious and compassionate God.

32 “Now then, our God, (AC)the great, the mighty, and the awesome God, who keeps His covenant and faithfulness,
Do not let all the hardship seem insignificant before You,
Which has happened to us, our kings, our leaders, our priests, our prophets, our fathers, and to all Your people,
(AD)From the days of the kings of Assyria to this day.
33 However, (AE)You are righteous in everything that has happened to us;
For You have dealt faithfully, but we have acted wickedly.
34 For our kings, our leaders, our priests, and our fathers have not kept Your Law
Or paid attention to Your commandments and Your [h]admonitions with which You have [i]admonished them.
35 But (AF)they, in their own kingdom,
(AG)With Your great goodness which You gave them,
With the broad and rich land which You placed before them,
Did not serve You or turn from their evil deeds.
36 Behold, (AH)we are slaves today,
And as for the land which You gave to our fathers to eat its fruit and its bounty,
Behold, we are slaves on it.
37 And (AI)its abundant produce is for the kings
Whom You have set over us because of our sins;
They also rule over our bodies
And over our cattle as they please,
So we are in great distress.

A Covenant Results

38 [j]Now because of all this
(AJ)We are making an agreement in writing;
And on the (AK)sealed document are the names of our leaders, our Levites, and our priests.”

Obligations of the Document

28 Now (AM)the rest of the people, the priests, the Levites, the gatekeepers, the singers, the temple servants, and (AN)all those who had separated themselves from the peoples of the lands to the Law of God, their wives, their sons, and their daughters, all those who had knowledge and understanding, 29 are joining with their kinsmen, their nobles, and are [m](AO)taking on themselves a curse and an oath to walk in God’s Law, which was given through Moses, God’s servant, and to keep and to [n]comply with all the commandments of [o]God our Lord, and His ordinances and statutes; 30 and (AP)that we will not give our daughters to the peoples of the land or take their daughters for our sons. 31 As (AQ)for the peoples of the land who bring wares or any grain on the Sabbath day to sell, we will not [p]buy from them on the Sabbath or on any holy day; and we will forgo the crops of the (AR)seventh year and [q](AS)every debt.

32 We also imposed [r]on ourselves the obligation to contribute yearly (AT)a third of a shekel for the service of the house of our God: 33 for the (AU)showbread, for the continual grain offering, for the continual burnt offering, the Sabbaths, the new moons, for the appointed times, for the holy things, and for the sin offerings to make atonement for Israel, and all the work of the house of our God.

34 Likewise (AV)we cast lots (AW)for the supply of wood among the priests, the Levites, and the people so that they could bring it to the house of our God, according to our fathers’ households, at set times annually, to burn on the altar of the Lord our God, as it is written in the Law; 35 and so that they could bring the first fruits of our ground and (AX)the first fruits of all the fruit of every tree to the house of the Lord annually, 36 and (AY)bring to the house of our God the firstborn of our sons and of our cattle, and the firstborn of our herds and our flocks as it is written in the Law, for the priests who are ministering in the house of our God. 37 (AZ)We will also bring the first of our [s]dough, our contributions, the fruit of every tree, the new wine, and the oil (BA)to the priests at the chambers of the house of our God, and the (BB)tithe of our ground to the Levites, for the Levites are they who receive the tithes in all the rural towns. 38 And (BC)the priest, the son of Aaron, shall be with the Levites when the Levites receive tithes, and the Levites shall bring up the tenth of the tithes to the house of our God, to the chambers of (BD)the storehouse. 39 For the sons of Israel and the sons of Levi shall bring the (BE)contribution of the grain, the new wine, and the oil to the chambers; the utensils of the sanctuary, the priests who are ministering, the gatekeepers, and the singers are there. So (BF)we will not [t]neglect the house of our God.

22 “Then you helped our ancestors conquer kingdoms and nations, and you placed your people in every corner of the land.[a] They took over the land of King Sihon of Heshbon and the land of King Og of Bashan. 23 You made their descendants as numerous as the stars in the sky and brought them into the land you had promised to their ancestors.

24 “They went in and took possession of the land. You subdued whole nations before them. Even the Canaanites, who inhabited the land, were powerless! Your people could deal with these nations and their kings as they pleased. 25 Our ancestors captured fortified cities and fertile land. They took over houses full of good things, with cisterns already dug and vineyards and olive groves and fruit trees in abundance. So they ate until they were full and grew fat and enjoyed themselves in all your blessings.

26 “But despite all this, they were disobedient and rebelled against you. They turned their backs on your Law, they killed your prophets who warned them to return to you, and they committed terrible blasphemies. 27 So you handed them over to their enemies, who made them suffer. But in their time of trouble they cried to you, and you heard them from heaven. In your great mercy, you sent them liberators who rescued them from their enemies.

28 “But as soon as they were at peace, your people again committed evil in your sight, and once more you let their enemies conquer them. Yet whenever your people turned and cried to you again for help, you listened once more from heaven. In your wonderful mercy, you rescued them many times!

29 “You warned them to return to your Law, but they became proud and obstinate and disobeyed your commands. They did not follow your regulations, by which people will find life if only they obey. They stubbornly turned their backs on you and refused to listen. 30 In your love, you were patient with them for many years. You sent your Spirit, who warned them through the prophets. But still they wouldn’t listen! So once again you allowed the peoples of the land to conquer them. 31 But in your great mercy, you did not destroy them completely or abandon them forever. What a gracious and merciful God you are!

32 “And now, our God, the great and mighty and awesome God, who keeps his covenant of unfailing love, do not let all the hardships we have suffered seem insignificant to you. Great trouble has come upon us and upon our kings and leaders and priests and prophets and ancestors—all of your people—from the days when the kings of Assyria first triumphed over us until now. 33 Every time you punished us you were being just. We have sinned greatly, and you gave us only what we deserved. 34 Our kings, leaders, priests, and ancestors did not obey your Law or listen to the warnings in your commands and laws. 35 Even while they had their own kingdom, they did not serve you, though you showered your goodness on them. You gave them a large, fertile land, but they refused to turn from their wickedness.

36 “So now today we are slaves in the land of plenty that you gave our ancestors for their enjoyment! We are slaves here in this good land. 37 The lush produce of this land piles up in the hands of the kings whom you have set over us because of our sins. They have power over us and our livestock. We serve them at their pleasure, and we are in great misery.”

The People Agree to Obey

38 [b]The people responded, “In view of all this,[c] we are making a solemn promise and putting it in writing. On this sealed document are the names of our leaders and Levites and priests.”

The governor:

The Vow of the People

28 Then the rest of the people—the priests, Levites, gatekeepers, singers, Temple servants, and all who had separated themselves from the pagan people of the land in order to obey the Law of God, together with their wives, sons, daughters, and all who were old enough to understand— 29 joined their leaders and bound themselves with an oath. They swore a curse on themselves if they failed to obey the Law of God as issued by his servant Moses. They solemnly promised to carefully follow all the commands, regulations, and decrees of the Lord our Lord:

30 “We promise not to let our daughters marry the pagan people of the land, and not to let our sons marry their daughters.

31 “We also promise that if the people of the land should bring any merchandise or grain to be sold on the Sabbath or on any other holy day, we will refuse to buy it. Every seventh year we will let our land rest, and we will cancel all debts owed to us.

32 “In addition, we promise to obey the command to pay the annual Temple tax of one-eighth of an ounce of silver[e] for the care of the Temple of our God. 33 This will provide for the Bread of the Presence; for the regular grain offerings and burnt offerings; for the offerings on the Sabbaths, the new moon celebrations, and the annual festivals; for the holy offerings; and for the sin offerings to make atonement for Israel. It will provide for everything necessary for the work of the Temple of our God.

34 “We have cast sacred lots to determine when—at regular times each year—the families of the priests, Levites, and the common people should bring wood to God’s Temple to be burned on the altar of the Lord our God, as is written in the Law.

35 “We promise to bring the first part of every harvest to the Lord’s Temple year after year—whether it be a crop from the soil or from our fruit trees. 36 We agree to give God our oldest sons and the firstborn of all our herds and flocks, as prescribed in the Law. We will present them to the priests who minister in the Temple of our God. 37 We will store the produce in the storerooms of the Temple of our God. We will bring the best of our flour and other grain offerings, the best of our fruit, and the best of our new wine and olive oil. And we promise to bring to the Levites a tenth of everything our land produces, for it is the Levites who collect the tithes in all our rural towns.

38 “A priest—a descendant of Aaron—will be with the Levites as they receive these tithes. And a tenth of all that is collected as tithes will be delivered by the Levites to the Temple of our God and placed in the storerooms. 39 The people and the Levites must bring these offerings of grain, new wine, and olive oil to the storerooms and place them in the sacred containers near the ministering priests, the gatekeepers, and the singers.

“We promise together not to neglect the Temple of our God.”
