Habakkuk 1:4-6 American Standard Version (ASV)

Therefore the law is slacked, and justice [a]doth never go forth; for the wicked doth compass about the righteous; therefore justice goeth forth perverted.

Behold ye among the nations, and look, and wonder marvellously; for [b]I am working a work in your days, which ye will not believe though it be told you. For, lo, I raise up the Chaldeans, that bitter and hasty nation, that march through the breadth of the earth, to possess dwelling-places that are not theirs.

Habakkuk 1:4-6 New International Version (NIV)

Therefore the law is paralyzed,
    and justice never prevails.
The wicked hem in the righteous,
    so that justice is perverted.

The Lord’s Answer

“Look at the nations and watch—
    and be utterly amazed.
For I am going to do something in your days
    that you would not believe,
    even if you were told.
I am raising up the Babylonians,[a]
    that ruthless and impetuous people,
who sweep across the whole earth
to seize dwellings not their own.
