19 In the third month after the children of Israel were gone forth out of the land of Egypt, the same day came they into the wilderness of Sinai. And when they were departed from Rephidim, and were come to the wilderness of Sinai, they encamped in the wilderness; and there Israel encamped before the mount. And Moses went up unto God, and Jehovah called unto him out of the mountain, saying, Thus shalt thou say to the house of Jacob, and tell the children of Israel: Ye have seen what I did unto the Egyptians, and how I bare you on eagles’ wings, and brought you unto myself. Now therefore, if ye will obey my voice indeed, and keep my covenant, then ye shall be mine own possession [a]from among all peoples: for all the earth is mine: and ye shall be unto me a kingdom of priests, and a holy nation. These are the words which thou shalt speak unto the children of Israel.

And Moses came and called for the elders of the people, and set before them all these words which Jehovah commanded him. And all the people answered together, and said, All that Jehovah hath spoken we will do. And Moses reported the words of the people unto Jehovah.

At Mount Sinai

19 On the first day of the third month after the Israelites left Egypt(A)—on that very day—they came to the Desert of Sinai.(B) After they set out from Rephidim,(C) they entered the Desert of Sinai, and Israel camped there in the desert in front of the mountain.(D)

Then Moses went up to God,(E) and the Lord called(F) to him from the mountain and said, “This is what you are to say to the descendants of Jacob and what you are to tell the people of Israel: ‘You yourselves have seen what I did to Egypt,(G) and how I carried you on eagles’ wings(H) and brought you to myself.(I) Now if you obey me fully(J) and keep my covenant,(K) then out of all nations you will be my treasured possession.(L) Although the whole earth(M) is mine, you[a] will be for me a kingdom of priests(N) and a holy nation.’(O) These are the words you are to speak to the Israelites.”

So Moses went back and summoned the elders(P) of the people and set before them all the words the Lord had commanded him to speak.(Q) The people all responded together, “We will do everything the Lord has said.”(R) So Moses brought their answer back to the Lord.

Israel at Mount Sinai

The Covenant Confirmed

24 Then the Lord said to Moses, “Come up to the Lord, you and Aaron,(A) Nadab and Abihu,(B) and seventy of the elders(C) of Israel. You are to worship at a distance, but Moses alone is to approach(D) the Lord; the others must not come near. And the people may not come up with him.”

When Moses went and told the people all the Lord’s words and laws,(E) they responded with one voice, “Everything the Lord has said we will do.”(F) Moses then wrote(G) down everything the Lord had said.

He got up early the next morning and built an altar(H) at the foot of the mountain and set up twelve stone pillars(I) representing the twelve tribes of Israel. Then he sent young Israelite men, and they offered burnt offerings(J) and sacrificed young bulls as fellowship offerings(K) to the Lord. Moses(L) took half of the blood(M) and put it in bowls, and the other half he splashed(N) against the altar. Then he took the Book of the Covenant(O) and read it to the people. They responded, “We will do everything the Lord has said; we will obey.”(P)

Moses then took the blood, sprinkled it on the people(Q) and said, “This is the blood of the covenant(R) that the Lord has made with you in accordance with all these words.”
