shall do no injustice. The remnant will be like God. Identical words are used of the Lord in v. 5. A primary goal of salvation is ever-increasing conformity to the image of God (Matt. 5:48; 1 Pet. 1:15, 16).

and speak no lies. In contrast with the deceitful idolaters of 1:9.

graze and lie down. A common prophetic phrase (Is. 49:9; Mic. 7:14; Jer. 50:19; Ezek. 34:14) portraying the security that comes from trusting God and acknowledging His kingship (v. 15).

none shall make them afraid. See Mic. 4:4.
