21:45 Not one word . . . failed. The writer speaks of the conquest as completed (vv. 43–45 note; 10:40–42; 11:23; 23:1, 14), while continuing to describe the occupation as incomplete (13:1–7; 15:63; 17:12–13; 18:3; 23:5). A country may officially be defeated and occupied before every part of it ceases resistance.
