40:10 comes. He arrives to inaugurate His kingdom on earth (35:4 note; 43:15; 44:6; 52:7–10).

arm. This metaphor describes the power of God as manifested in acts of deliverance and vengeance (v. 11; 48:14; 51:5, 9; 53:1; 59:16; 63:5, 12; Ex. 15:16; Ps. 44:3; 89:13; 98:1; 136:12).

reward. The spoils of victory here are the delivered people themselves. The rescued exiles both foreshadow and merge into the messianic community.
