33:2 The Lord came from Sinai. The defining event of Moses’ ministry, the revelation at Sinai, is recalled in terms describing the theophany on the mountain (Ex. 19:18; cf. Hab. 3:3).

holy ones. This is likely a reference to the angels of the heavenly host surrounding God’s throne (cf. 1 Kin. 22:19; Dan. 7:9, 10). The New Testament also mentions the role of angels in giving the Mosaic law (Acts 7:53; Gal. 3:19; Heb. 2:2 and note).
