Deut 20:10

20:10 offer terms of peace. Ancient walled cities could withstand attack for some time, and attackers wanted to avoid the trouble of a lengthy siege. An offer of peace in exchange for vassal tribute (v. 11), coupled with the threat of death for the defending soldiers, could be attractive to both sides. These warfare provisions (comparatively humane for that period) were applied to enemies outside the Promised Land (v. 15).
