17:8 requiring decision. We do not know the precise details of the Israelite judicial system (19:15–21 note). There were graded courts to take care of difficult cases (Ex. 18:21–26), with priests who judged and also other judges. This passage stresses that the judicial office is divinely ordained, and that verdicts were to be accepted on pain of death (v. 12).
