13:7 Sergius Paulus. Possibly Lucius Sergius Paulus, who had been an official in the reign of Claudius and then became proconsul (the chief officer in a senatorial province) at Paphos in Cyprus (cf. 18:12; 2 Cor. 9:2). By contrast, Palestine was an imperial province and had a procurator responsible directly to the emperor.
