21:9 Proclaim a fast. Jezebel, with Ahab’s complicity, fosters apprehensiveness among the town’s inhabitants, because fasting was a characteristic response to a crisis or major transgression (Judg. 20:26; 1 Sam. 7:5, 6; 2 Chr. 20:3; Jon. 3:5, 7–9).
