39:23 went into captivity. The Babylonian exile did not show that God had failed in His promises—to the contrary, it demonstrated to Israel and to the nations alike that His sovereignty was universal. Though God afflicted His people, He had not abandoned them (vv. 25–29). After describing how God would crush His enemies (chs. 38; 39), the prophet turns to a description of the glorious restoration of the people of God (chs. 40–48).
