16:1–36 Israel arrives in time to observe the Sabbath and a theophany occurs in response to the people’s complaints (16:9–13). The chapter draws to a close with a rest on the following Sabbath (16:27–30). Israel’s keeping of the Sabbath prior to the revelation at Sinai is highlighted, as is God’s continued testing of Israel (v. 4; cf. 15:25; 17:2).
