15:4 there will be no poor. The forgiveness of personal loans to the poor is apparently in view here. God desired to bless His people materially in the Land of Promise so that borrowing would be unnecessary (vv. 5, 6). Although full obedience would have resulted in the eradication of poverty from Israel, Moses realistically recognized that some poverty would remain (v. 11; cf. Matt. 26:11). The sabbatical year and the Jubilee provisions (Lev. 25:8–34) were God’s gracious provision to minimize the oppression of the poor.
